States may be authorized to review ‘no detention’ policy
NEW DELHI, Sep 28: Human Resource Development Minister Prakash Javadekar said that the Centre was seriously thinking about authorizing the States to review the 'no detention' policy introduced in the elementary level schools, and do away with the system.
The Union HRD Minister said this when State Education Minister Honchun Ngandam called on him in New Delhi on Wednesday and raised the matter of 'no detention' policy introduced in the elementary level schools.
The Education Minister apprised the Union HRD Minister that the 'no detention policy' has led to deterioration of education system in Arunachal Pradesh.
"The Centre is aware of the issue and is seriously thinking about authorizing the states to review and do away with the system, wherever it was not found suitable," the HRD minister said.
During his meeting with the Union Minister, Ngandam also discussed various issues and problems of the Department of Education of the State and took up the issue of non release of two months salaries of SSA teachers, five months maintenance and stipend of residential schools/hostels and two months maintenance and stipend of KGBVs in the state.
Issue relating to establishment of Govt. Model Colleges in the districts of Tirap, Changlang and Longding under flagship programme was also taken up with the Ministry along with other important issues of granting special relaxation in B. Ed/ B El. Ed/ TET in certain backward districts, one time financial grants for construction of teachers quarters, one time grants for other infra-structures development, strengthening of SCERT, opening of teacher Education Institution, grants for state University etc.
Earlier, Ngandam and the state officials met MoS for Education Upendra Khuswaha, Jt Secretary, Higher Education, GoI Eshita Roy.
The Ministry officials have expressed serious concern about the central fund not being released by the state Govt. to the Department in time. The Ministry has cautioned that such delay in release of Central fund by the state Govt. may adversely affect further release of Central fund to the state.
The Ministry has also seriously viewed non submission of UCs in time and has directed the state to immediately submit all pending UCs for enabling further release of fund or for sanctioning new schemes for the state.
The Ministry has assured to look into all the issues raised by the Minister (Education) Arunachal Pradesh at the earliest.
Ngandam was accompanied by Secretary Education, Govt. of Arunachal Pradesh Bidol Tayeng.
APCMUHIS to be restructured: CM
ITANAGAR, Sep 28: Chief Minister Pema Khandu on Wednesday set the tone for restructuring the people-friendly health insurance scheme of the state government, the Arunachal Pradesh Chief Minister's Universal Health Insurance Scheme (APCMUHIS), for greater good of the people.
Constituting a committee to be headed by Tezu legislator Dr Mahesh Chai as Chairman and Special Secretary Health Prince Dhawan with members from the State Health Department associated with APCMUHIS, he called for a comprehensive first-hand report with suggestions on restructuring the scheme by October 30.
The Committee will study in detail - if needed make field visits to empanelled hospitals - the implementation process of the scheme at ground zero and suggest the state government ways and means to do away with the hurdles faced by beneficiaries in availing cashless treatment in empaneled hospitals.
"This scheme is one of the most benevolent that provides direct benefit to the people, particularly the poor who cannot afford medical expenses. This must continue and we are committed to do away with all the issues confronting its smooth implementation at the ground level," Pema said while chairing a meeting with the departmental officials, representatives of New India Assurance Company and Third Party Administrator (TPA).
Insisting that the universal health insurance scheme should be 'seamless', the Chief Minister called for its restructuring so that beneficiaries can avail the scheme without any hurdle whenever in need.
"We have learned many things in the past two years of its implementation. We need to now correct the process wherever there is any loophole and its benefits should flow to the needy seamlessly," he observed.
Taking feedbacks from health officials, Pema categorically pointed out that the scheme is picture-perfect at the policy level. However, he said, corrective measures need to be adopted by the TPA (which deals with insurance claims directly with patients) and the insurance company at the implementation stage besides adopting a monitoring mechanism for empanelled hospitals, especially private hospitals outside the state.
Attending the meeting, Deputy Chief Minister Chowna Mein, Principal Advisor to CM Kameng Dolo, Health Minister Jomde Kena and legislators P D Sona, Gabriel D Wangsu, Laisam Simai and Bamang Felix made several suggestions to streamline the scheme besides pointing out difficulties faced by the people while availing its benefits in hospitals.
The suggestions made would be incorporated in the final report of the Committee.
Meanwhile, responding to the issue of non-payment of claims to respective hospitals empaneled under the scheme particularly that of Tomo Riba State Hospital Naharlagun that caters to the most number of beneficiaries, New India Assurance Company representatives assured that all pending claims will be scrutinized and released soon. However, the Chief Minister directed the company to do so within 15 days.
The meeting was also attended by the Finance Commissioner, Health Commissioner, and Secretary to CM, Special Secretary Health and Chief Medical Superintendent of Tomo Riba State Hospital.
Landslides in Tuting, flash flood in Parsi-Parlo leaves trail of destruction
Itanagar, Sep 28: Massive landslides due to heavy rainfall over the last few days have been reported from Tuting in Upper Siang district.
According to a delayed report, massive landslides occurred on September 24 near ADC office and Paral line in Tuting causing substantial damage to township road.
Reportedly, landslides also blocked the Tuting-Moying road in many points, reports Upper Siang DIPRO.
In yet another major flash flood in state, private and public properties including wire rope suspension bridge over Parsi River is extensively damaged by flash flood that occurred on Tuesday. The official sources from Koloriang informed that many log bridges over Parsi and Parlo Rivers were washed. Numbers of CGI Sheets, Timbers, Bamboos, Logs etc which were kept in traditional dwelling houses had reportedly been washed away during the flood. The district administration also informed that many livestock including cattle have been affected by the flood. Some local ornaments, fire arms and other valuable things are also reported to have been wash away. However, no human casualty is reported so far, it added. The road communication between Yumlam and Langbang are blocked at several places, so many vehicles are stranded in either side of the road.
The district administration has constituted a board committee to identify the genuine victims and immediate relief materials have dispatched. Meanwhile, Local MLA cum Parliamentary Secretary Home Pani Taram is closely coordinating and monitoring the situation. He also requested the Chief Minister to provide immediate relief fund to flood affected people, DIPRO.
NSCN(R) spreads terror
KHARSANG, Sept 28: Three members of NSCN (R) allegedly spread terror at Upper Injan village in Kharsang circle.
Allegedly, the villagers at vicinity of the Water Pump were asked to convene at a house in the evening where the cadres demanded them to hand over an amount of Rs 10.000.
When villagers expressed their inability to pay, one cadre identified as SS Second Lieutenant Lungphang Jugli alias Babu Mossang opened fired to scare the villagers.
The villagers identified another cadre as Manseng Mossang but couldn't identify the third cadre who was carrying a Dao. The villagers identified two of them as residents of Plone village under Namphai-I. The cadres were in possession of two 9mm pistols.
It is reported that the case was not the first instance as extortion are perpetrated openly even as the security forces have failed to put a halt to the threats experienced by villagers.
After NSCN (IM) signed the secret accord with the govt of India, the NSCN(R) have replaced them in terrorizing the villagers.
MoS Defence in Tawang, assures to review all defense issues
TAWANG, Sep 28: Amidst growing tension between Pakistan and India, reported intrusion into Anjaw by Chinese forces, Union Minister of State for Defence Dr.Subhash Ramrao Bharke visited Tawang on Wednesday.
While terming the State as an integral part of the nation and highlighting on the commitment of the government towards the region, MoS (Defence) assured to review all defense related issues within the district at the earliest.
'Lets make this hidden paradise a known paradise' said Dr Bharke in Tawang. He expressed disappointment that inspection of Dirang to Tawang BRO road could not materialize in spite of various attempts.
Union Minister of State for Home Affairs Kiren Rijiju apprised the MoS (Defence) on how the bad road conditions has adversely affected the economic growth of the district by hampering the tourism industry.
While introspecting on the need of policy changes with regard to the BCT road construction, he informed that the remaining work would be taken up in a planned and phase wise manner.
Further, with regard to the traffic movement he requested the concerned agencies to work out and act in coordination so as to ensure convenience to the passengers and at the same time not affecting the ongoing work.
MLA Tawang Tsering Tashi highlighted the bad road conditions and compensation issues of the Trans Arunachal Highway. He also informed that inspite of limited land holdings of individuals in the region where agriculture is the main source of livelihood, a large part of land has been given for military establishments, compensation of which are yet to be paid to the land owners. He further requested the dignitaries to take up the issues at the highest level.
Memorandums were also submitted by MLA, Tawang, BJP unit Tawang and Villagers of Bomja under Jang division.

Tingkhatra underscores the need for legal literacy
Ruksin, Sep 28: The Arunachal Pradesh State Commission for Women (APSCW) Chairperson Mitali Tingkhatra underscored the need for citizens to be aware of laws that protects the rights of children and women.
She said citizens should know the provision of Protection of Children from Sexual Offences (POCSO) Act and other acts for protection of women.
She was speaking at a daylong awareness programme on domestic violence, POCSO Act, trafficking of women and children at Ruksin on Wednesday organized APSCW in collaboration with ABK Women Wings.
Tingkhatra further said that legal illiteracy results in harassment and violence against women. She said that most women are unaware of their rights as enshrined in the Constitution as she sought the full support and cooperation to the APSCW to protect and secure the life of women and children in the state.
While appreciating the untiring efforts of members of ABK (WW), the chairperson said that they have set an example for the state. They are playing a vital role in creating awareness and many cases of violence and harassment has been brought to light by ABK.
Victims should come forward and go to the police without any fear and cooperate for investigation, Tingkhatra said.
Ruksin ADC in-charge Orin Lego said Ruksin being border area is very sensitive so such awareness program was necessary.
APSCW Member Secretary Yame Higio appraised the motive of the commission and explained how the commission is working for women and children rights and justice for the victims. She sought concerted efforts to fight against social evils like child marriage and polygamy.
President of ABK (WW), East Siang YT Burang also spoke at length and informed that all such protective measures fall under Adi customary law and available in book form, called "Adi Kebang Ayon" and being implemented in all Banggos.

TK Engineering awarded by Economic Times
ITANAGAR, Sep 28: The Itanagar based TK Engineering Consortium has been awarded by Economic Times (ET) for their contribution to the growth of infrastructure sector in India. The recognition came during the Economic Times Infra Focus 4th Annual Summit held at New Delhi on Tuesday evening. The yearly event is an initiative of Economic Times, the leading business daily, which is part of the Times Media conglomerate. Union Minister of state for road, transport and highway (MoRTH) Mansukh L Mandaviya handed over the letter of recognition to Syed Ghiyasuddin, the project director of TK Engineering Consortium.
Speaking during the event MoS MoRTH Mandaviya congratulated all the award recipients and urged them to play an important role towards making India a progressive nation. "Our government is focusing on improving the infrastructure sector of the country. People will witness definite change in the infrastructure sector in next 2 year," said MoS.
He also acknowledged the challenges of constructing road infrastructure in hilly region and assured full cooperation from the union government in this regard.
Other prominent brands which were awarded by ET at the summit include Adani Group, GMR, Reliance Infra, Larsen & Toubro Limited, GVK, etc.
TK engineering was the only company from the North East region to be awarded at the summit. At present said company is engaged in construction of major highways in various parts of North East region. In the last one year it has won both national and international awards. TK Engineering has also been recently awarded by the ministry of road, transport and highway for being one of the few firms to have finished Trans Arunachal Highway Project on schedule.
Extend cooperation to information seekers: Dr Begi
Awareness programme on RTI Act and NFSA
PASIGHAT, Sep 28: Chief Information Commissioner Dr Joram Begi called upon the PIOs as vital stakeholders to extend all cooperation to the information seekers adding that "RTI strengthens your hand". He also asked all the departments to keep updated websites with comprehensive information.
He said that the historical RTI Act 2005 was enacted with the aim at empowering the common people by providing them access to information as a matter of right for promoting transparency and accountability in governance, adding that in democracy citizens should be well-informed on the working of the public authorities for improvement of public delivery services.
He was addressing an awareness programme on RTI Act, 2005 and National Food Security Act 2013, here at Town Club.
It was first of the awareness campaigns that the Commission is organizing in the districts across the state as part of its decennial celebration of the RTI Act.
State Cabinet has allocated the additional charge of NFSA to the Information Commission recently. Stressing on the need for people of the state to be vital partners in the developmental process & implementation of welfare programmes, he asserted that with various developmental activities being taken up in the state, the people as a whole need to know the status and progress to be informed citizens .
Further, Begi said that we need to step up our efforts to create awareness of various provisions of the RTI Act to people through awareness campaigns.
Speaking on the efficient implementation of NFSA in the East Siang and state for providing access to Food Security at affordable price and nutritional support, Begi underlined that " the benefits should percolate down to the last man on the ladder" . Stressing on social audit, all the details and availability of provisions should be made available on public domain. He also assured to take up the various issues faced in the implementation in the upcoming review meeting,.
Earlier, in her key note address, Information Commissioner Nanom Jamoh highlighted on the aims and objectives of the RTI Act and NFSA .
Lok Sabha MP Ninong Ering called for constructive use of RTI provisions. Referring to certain instances, where infrastructural projects have been delayed, he said that we must keep in mind the interest of the development of the state. He also underlined for the effective implementation of NFSA in a consumer state like AP.
Pasighat MLA Kaling Moyong also stressed on positive use of RTI from Public Authorities by Information seekers in public interest. The local MLA also said that the NFSA has sought to empower the women members of the Household.
Nari-Koyu MLA,Kento Rina in his deliberation, pointed on the need to verify and evaluate the BPL and APL household in East Siang to weed out the bogus card holders, so that the benefits reach the target beneficiaries and also stressed for the use of the RTI provisions in the right spirit.
Earlier, DC East Siang, Isha Khosla underlined the role of all stakeholders in the effective implementation of RTI in East Siang.
During the daylong technical session, Information Commissioner, M Linggi also highlighted on the vital features and provisions of the RTI Act.
He revealed that there are very few women RTI activists. Former cabinet minister T. Jamoh also gave valuable inputs.
Later the DD ICDS, DDSE and DFCSO in presented the coverage and benefits extended under ICDS, MDM and TPDS respectively.

CRPF provides water tanks to schools, NGOs
ZIRO, Sep 28: The Hapoli-based 138 Battalion of Central Reserve Police Force (CRPF) under its Civic Action Programme provided 20 water storage tanks to various schools and NGOs of Ziro in a simple function in its camp premises on Wednesday.
While distributing the items to the beneficiaries, Commanding Officer, CRPF Paras Nath sought suggestions from the public on other welfare activities that can be undertaken by the paramilitary forces under its civic action programme on need base.
Being learned about participation of Hija GHSS in the Subroto Cup, Nath assured to provide a complete set of football equipments to the team.
EAC Mokar Riba and SP Tage Habung, who were also present on the occasion, lauded the CRPF saying that such people oriented programmes in their area of operation help improve the police- public relations.

Self-Help Group as Loan Sharks

In the absence of a robust formal financial institution, the non-formal money lenders that charge around 5% - 20% per month are filling the vacuum to meet the need of those struck by unwanted circumstances causing tremendous hardship to those already burdened. Sometimes, these lenders could even be a Self Help Group.
Loan shark refers to a money lender who charges extremely high interest rate. Observing the current interest rate that money lenders charge in different places in the North East, it seems appropriate to use such a term.
In almost all districts of Arunachal Pradesh, either Self Help Groups or private lenders would give loan at 10% per month or rather 120% per annum. In fact not only in Arunachal Pradesh, the same practice is found in Mon district of Nagaland, Sonitpur district of Assam and in other parts of North East India. In Senapati district of Manipur it is comparatively lesser i.e. 5% per month or 60% per annum.
Since the government has not criminalised such practice, loan sharks consider it morally okay to charge such extremely high interest rate. The demand by those who are in dire needs of money possibly because of illness in the family or for children's education or similar pressing reason made the loan sharks justify that they are coming in only to fill the gap.
Filling the gap is required, but the problem arises when it turns exploitative. If it is to fill the gap and to meet the demand of the needy, and not to exploit the needy, the interest rate should be much lower. Interest rate that is higher than 2.5% per month or 30% per annum cannot be justified because a high interest rate imposes back breaking burden on the needy. Such high interest rate deprives a needy family the chance to recover from economic instability within a reasonable time span. Taking loan on high interest rate breaks the economic backbone of those who are already crippled by circumstances.
"Human wants are unlimited", says our school textbook. It is natural to want to get richer and richer. To work harder to improve one's economic condition is not bad in itself. But when the desire to get richer is actualised through exploitation or taking advantage of someone's helpless condition, it turns into greed - a negative quality that is responsible for so much of world's problem throughout human history.
Charging 10% or even 5% per month for loan given to a needy is an expression of greed and selfishness. Whether it is an individual or a group of individuals that give loan at such rate must cease. Even if the legal system does not criminalise loan sharks, the larger social and political community needs to maintain a moral norm to set the prevailing condition right. And this moral consciousness has to emerge from within a small community to become part of the public consciousness.
To address this pressing social exploitation, government also must work towards widespread establishment of formal financial institutions. Compared to the interest rate charged by the current money lenders, banks charge far less interest rate. Whether it is private banks or otherwise, the interest rate may be kept not more than 18% per annum, though there are different rates for different reasons for borrowing money. Micro-finance companies may charge around 28% per annum, at the most.
Thus the gap between the formally established financial institutions and the private run lending system is too wide. Given the tremendous hardship borrowing money by needy families from private lenders elicits, charging of high interest rate must be addressed by the concerned authority as well. DC stresses on judicious utilization of central grants
AALO, Sep 28: West Siang DC, Gamli Padu stressed on judicious and optimum utilization of central grants and timely submission of utilization certificates to obtain more budgetary grants from the centre.
He was addressing a District Level Monitoring Committee meeting which was attended by the ZPC besides, Zilla Parishad members, HoDs, executing agency and BDOs at the conference hall of the DC's office here on Wednesday.
The DC further said that photographs of completed works and success stories have to be filed for presentation and onward submission to the government. He also directed the DPO to call all absentee EEs to turn up again separately with feedbacks and inputs without fail on Oct 6 next.
Issues like implementation of CSS projects under SPA, RIDF, ACA, NLCPR, MSDP, BADP, PM package, NEC,(Donor) were also discussed by EEs and HoDs in the meeting.
The District Planning Officer, Jumdo Diyum also gave detailed deliberations on implementation of various schemes through different agencies, status of works as on date and visits and outcome of third party monitoring team at various places.

AKA felicitates medal winning players
Marik first from Arunachal to become AKF Kumite Judge
ITANAGAR, Sep 28: The four karate players of Arunachal Pradesh, who represented India at 3rd South Asian Karate Championship in New Delhi and contributed four medals to country’s total medal count, have been felicitated by Arunachal Karate Association (AKA) on their arrival at home town from New Delhi Wednesday.
AKA general secretary Sensei Bulang Marik, who became the first Asian Karate Federation (AKF) Kumite Judge-B from Arunachal Pradesh, was also felicitated on the occasion.
He achieved the feat during the 3rd South Asian Karate Championship in New Delhi. More than 1000 candidates appeared in the AKF Judges examination and only few of them have qualified, including Marik.
Arunachal Olympic Association (AOA) President Padi Richo and AKA President Shihan Likha Tara led the Karate family in felicitating and presenting bouquets to the players and Marik in a simple but impressive function at a town hotel in Naharlagun Wednesday morning and congratulated them for making India and state proud through their brilliant performance.
The karate players from the state bagged 1 gold, 2 silver and 1 bronze medals in the Championship, which was participated by Bhutan, Pakistan, Bangladesh, Sri Lanka and Nepal besides host India.
Sinne Mikhu won one gold medal in below 50 kg senior men’s Kumite while Jackap Flago Taniang and Bumi Nuk bagged a silver medal each in Kumite in above 70 kg boys (cadet) and below 50 kg girls (cadet) category respectively. Yame Gyadi bagged the bronze medalin below 40 kg Girls (cadet) Kumite.
“It is a great achievement and I am very proud of you,” AOA president Richo said after felicitating the players. He said that the achievements of the players and AKA general secretary Marik would inspire others in the state to follow suit.
Richo said that he was very much impressed with the karate players’ discipline, their respect for the coaches, instructors and officials, saying that students, who do not respect their teachers, can never succeed.
The AOA president advised the players to set goal and practice hard to achieve it.
Reiterating that state lacked sufficient sports infrastructure, facilities, coaches, instructors and sports officials in almost all the districts, Richo assured to take up the AKA’s long pending demand for a multipurpose karate stadium in capital with the state government. The AOA president also assured to press the government for providing incentives to the medal winners at an early date.
AKA Tara, who always advocates for regular practice and maintenance of strict discipline by players, advised the players to march forward without thinking of what people say.
Saying that winning an Olympic Gold by any karate player from the state has been his ultimate goal and dream, Tara exhorted the karate players to fulfill the dream through sheer determination, hard practice and dedication.
He said that rigorous training of players would be started very soon.
Tara, who also is Treasurer of AOA, sought cooperation from all saying that stronger the AOA the better games and sports would be in the state.
AKA general secretary Marik, who was the Team India Coach during the 3rd South Asian Karate Championship, highlighted the country’s performance in the championship.
India finished overall championship followed by Nepal and Sri Lanka in second and third place, Marik informed.
Regarding his achievement of AKF Kumite Judge-B, he termed it as one of his highest achievements in the field of karate in the last 29 years. He is now eligible to be appointed as Kumite Judge-B in any match throughout Asia.
The programme was attended by AKA vice presidents Dr. Marli Ete, Yarda Niki, Charu Tatung, Treasurer Tai Hipik, senior karate players and instructors.

With both the teams were locked at 1-1 in the normal time, the match went into penalty shootout. High Spirit United FC will face Vivek Vihar FC in the final on Oct 1.

SP-XI beat DC-XI in exhibition match
ITANAGAR, Sep 28: As a part of the on-going Thansen Wangchadong Memorial Football Tournament, an exhibition match was played between DC-XI and SP-XI at Nehru stadium, Khonsa on Wednesday to generate awareness among the youth toward games and sports.
The SP-XI captained by the SP JK Meena beat the DC-XI led by DC Ravi Jha 5-1. SP XI was leading DC XI 2-0 at half time.
Advisor to CM Wanglin Lowangdong, HoDs, public leaders and a huge gathering of football lovers witnessed the exhibition match.
It may be mentioned here that the finals of the TWMFT will be played between Chinkoi FC and Dromali FC here on September 30.

Congress to give 'issue-based' support to PPA Govt
ITANAGAR, Sep 28: Arunachal Pradesh Pradesh Congress Committee (APCC) in a press statement said that the party will give issue-based support to the ruling PPA Government in Arunachal Pradesh.
The decision was taken in a meeting of the Congress legislators Nabam Tuki, Gabriel D.Wangsu and Wanglam Sawin at Rajiv Gandhi Bhawan here on Wednesday.
The meeting, which was presided over by APCC president Padi Richo, also discussed various matters related to the party organization and development of the state.
'Alubari Bridge within first week of Oct'
TEZU, Sep 28: The Alubari Bridge will be completed in the first week of October as major works of the bridge have already been completed.
"All major works of the bridge have already been completed except the Bituminous Concrete (BC) works which will require about 10 days," Lohit Deputy Commissioner Danish Ashraf, who visited the project site, said quoting the Chief Project Manager of the bridge construction company.
The project manager also assured that BC works will be started from the moment rain stops and weather condition improves, the DC informed in a release.
According the construction company, the DC said, the bridge works were seriously hampered during July and August due to heavy rains and flood, which led to total closure of the site for more than 3 to 4 weeks.
MoRTH will conduct two load tests on the Bridge once the BC is completed, the project official said. He further assured the DC to inform him about the progress of the works from time to time, and complete the bridge at the earliest.
The Deputy Commissioner along with the SDO and DPO Tezu visited the Alubari Bridge site and Alubari - Chowkham road on September 26 to take stock of the progress of works and expressed his utter displeasure over delay in completion.
AIMSU seeks action on mysterious death

Roing, Sep 28: Condemning mysterious death of a young girl, whose body was found hanging inside a tailor's shop in the main market here on Saturday last, the All Idu Mishmi Students Union(AIMSU) have given the Police Department a week's time to nab the absconding tailor Nasibul Islam.
"Although the police say that they are working on the case, no seriousness can be noted in their investigation at all. It has been five days since the incident but no progress has been made till now.
We will have to take matters in our own ways if the police fail to make any progress in hunting the suspect in a week's time", said the AIMSU.
The police said that they have not traced the whereabouts of Nasibul yet but information has been sent to his village at Karimganj about the incident. They also said that the report of the postmortem is still awaited.
People need food grains, not money: DCC
ITANAGAR, Sep 28: In a press statement Pasighat Municipal Council Deputy Chief Councilor (DCC) Kaling Darang on Wednesday urged the state government to reconsider its decision to implement Direct Benefit Transfer(DBT) of PDS food grains under National Food Security Act in Urban areas .
Darang claimed that people in Pasighat are unhappy ever since the state government took the decision to implement DBT on PDS food grains. He informed the government that people need food grains not money and urged the authority to provide food grains through Fair Price Shops for the wellbeing of urban dwellers.
He also stated that Fair Price Shops are having a tough time after the implementation of DBT in East Siang district as their profit margin has been cut. He claimed that in general category (GCHH) allotment system, ration cards are higher than quota of rice provided in FPS rendering the FPS unable to run properly. He also requested the government to release profit margin amount at earliest.
Training conducted for BLOs
KHONSA, Sep 28: A day-long BLOs training was conducted at Khonsa on Tuesday which was attended by the DEO, ERO/AERO and all the BLOs.
While addressing the program, DEO, Ravi Jha said that the Chief Electoral Officer has appreciated the performance of the district during the NERP program. Jha further informed that Tirap district had the maximum deletion of bogus voters. The DEO said that now the BLOs have no ground for complaint after the Allahabad High court's verdict on the BLOs duty performed by the teachers. He said that those teachers who are engaged as BLOs will have to do the BLO's duty during non-teaching hours.
He also urged the BLOs not to leave any eligible voters unregistered. Regarding the BMF the DEO said that the ramp constructed by the education department in the schools cannot be counted as ramp for the purpose of elections.
The image of the polling stations must be taken from all angles including the inner view and submitted to the election branch or upload the same in the Election Tirap District WhatsApp group. The Draft publication will be launched on Oct. 01 and Facebook account on Summery Revision for Tirap district will also be created. On the issue of colored EPIC, the DEO directed the BLOs of Khonsa, Deomali and Lazu to complete the work by Oct 31 next by collecting colored photos of all those voters with black and white EPIC.
TWS defends Byaling, terms allegation baseless
ITANAGAR, Sep 28: Throwing weight behind Minister Rural Development and Panchayati Raj, Tanga Byaling, Tagin Welfare Society (TWS) Itanagar on Wednesday said that the allegation by Rebe Welfare Society (RWS) against Byaling is baseless and with no iota of truth. In a representation to the Chief Minister today, TWS stated that entire community is shocked by the allegation leveled by RWS. The society stated that allegation was with an intention to tarnish the hard earned image of elderly leader of the state as well as the community.
TWS further claimed that all the transfers and appointments in the department are made under laid down rules of the department and there is no illegality in the procedure as claimed by the RWS.
It further questioned the intention of Rebe Welfare Society, saying that the society has no lucas -standi to raise question regarding the appointment of Joint Director (Agri-Allied).
It also clarified that Minister has nothing to do with DPC of department as it is exclusively within the ambit of department concern. TWS requested the government to take action against self-style organisation and to conduct inquiry against the organisation. TWS also claimed that the Rebe Welfare Society is misled by some vested interest persons.
BRO organizes 'Run for Fitness'
ITANAGAR, Sep 28: A total of 175 personnel of HQ 48 BRTF, 1446 BCC, 1069 Fd Wksp, 1581 PC and 712 MSS participated in a 'Run for Fitness' marathon being organized at 48 BRTF on Sep 25 last with an aim to promote healthy living and importance of fitness among the personnel.
Later, while addressing the participants, Commander 48 BRTF, Col C Rajashekar, gave them tips on maintaining physical fitness and health.
All units under command of 48 BRTF (116 RCC and 1444 BCC) had also organized the event at their respective locations on the same day.
ZPM clarifies

ROING, Sep 28: While reacting to the allegation of misuse of relief fund by the Anpum flood victims, the 10th Anpum-Paglam Block ZPM and Anpum B Segment said that the villagers have misunderstood the fund for flood protection works as relief fund.
Clarifying the allegation, the ZPM said "MPLAD of Rs 20 lakhs were allocated by MPs Mukut Mithi and Ninong Ering for flood protection work at Anpum village last year. The bill was drawn from the DRDA after work was done in two spots - one at Bomjir Ghat (3kms away from Epipani road) and the second one at Biscamp to divert the Dotung river.
Confirming the completion of flood protection works, CO Dambuk E Yirang said "The completion of the work was certified after visiting the sites. However, the flood of June this year has washed away everything leaving no trace of the work at all".
According to the ZPM and ASM, the work was done by the Anpum-Loklung Flood Relief Committee, formed under chairmanship of the ZPM himself. "Out of all the relief fund we received as donations, we have Rs 1, 43,000 saved with our Treasurer Ojontong Perme to face any emergency situation in future, they said.
TWS mourns member’s demise
ITANAGAR, Sep 28: The Tagin Welfare Society (TWS) Itanagar on Wednesday deeply mourned the sudden demise of Late Tasha Maying(60) who was working as Forest Guard in the Department of Forest. Late Maying passed away this morning after brief illness at his residence at Chandranagar. He is survived by wife, one son and five daughters. TWS termed the death as irreparable loss to family and the society. It observed two minutes silence to pray for eternal peace of departed soul.
Clean drive at Seppa
Seppa, Sep 28: In a bid to observe the Gandhi Jayanti as Clean Arunachal Day the district administration on Wednesday launched series of cleanliness drives under Swachh Bharat Week here at Seppa. Four colonies of the Seppa Township namely Bebo Colony, Type I Colony, Ato Polo Colony and Deedar Colony were cleaned. Huge numbers of colony residents, children, officers and others participated in the social service. Meanwhile, East Kameng DC Rajeev Takuk has made an appeal to the people to take active participation in this kind of social endeavour. Legal awareness camp held for PRI members and GBs
YINGKIONG, Sep 28: A day-long Legal awareness camp for PRI members, public leaders and GBs was conducted at Sibum Community Hall on Tuesday by District Legal Services Authority (DLSA), Yingkiong.
JMFC-cum-Civil Judge and DLSA Member Secretary, Habung Tangu, who was the resource person on the occasion, spoke at length about various services available under District Legal Services Authority, proceeding under CPC and CrPC.
Advocates, Akoying Tekseng, Oyem Panyang, Kabang Taron, Omin Tate, Tapang Tabing and Oson Mibang as resource persons, covered topics like; Assam frontier (Administration of Justice) Regulation Act 1945, Arunachal Pradesh Victim Compensation Scheme 2011, Narcotic Drugs and Psychotropic Substance Act 1985, Wild Life Act/ Forest Act and rights of consumer, Protection of Women from Domestic Violence Act 2005 and Section 125 of CrPC and Right to information Act 2005.
Anchal Chairperson, Kosang Paron, Katan Block, ZPM Oken Aze Panggeng and HGB of Sibum Village, Mingkeng Taku also spoke on the occasion.

Meeting held to discuss ongoing projects
ROING, Sep 28: Lower Dibang Valley DC, Deepak Shinde convened a meeting with all administrative officers and HoDs in his office chamber to discuss the ongoing programmes and projects in the district here on Wednesday.
During the meeting, the DC emphasized on proper distribution of PDS items and continuity of Rice Day program. He further urged the officials to perform their duties with sincerity.
Roing ZPC, Sipi Elapara, ASM Chairperson, Raja Linggi, progressive farmer, Jatan Pulu, public leader, Oling Modi, farmers and other official attended the meeting.
Earlier, Shinde along with MLA, 43-Roing-cum-Parliamentary Secretary (PWD), Mutchu Mithi had visited Balek village and interacted with farmers, who recently completed training on organic farming, organized by KVK Roing and funded by Mithi under MLALAD fund.
While addressing the farmers on the occasion, Mithi exhorted them to implement all the practical knowledge they have gained from the training and share it with others for overall economic and social upliftment of the district. He further informed that under its CSR programme Huyundai India Ltd is taking the initiative to provide one vehicle and equipments for ITI, Roing.
Senior Scientist and Head KVK, Dr. TJ Ramesha briefed about the benefits of organic farming and the hazards of chemical fertilizers and pesticides.

Beggars, mental health patients make Pasighat home

PASIGHAT, Sept 28: Of late, Pasighat has become a short of dumping ground for beggars and people with mental health issue. The numbers are increasing by the day even though there are two check gates before entering Pasighat. Some of them have landed up at faraway villages in the district.
Citizens says that the district administration and police need to regulate the growing graph and come up with a mechanism to stop beggars from coming in and assistance to the ones with mental health issues. If the situation is not checked, other anti social elements in the guise as beggars and persons with mental health issues may create disturbances, said a citizen.
Seminar on GST
BOMDILA, Sep 28: The Department of Commerce in collaboration with IT Cell, Government College Bomdila conducted a seminar on Goods and Services Tax (GST) on Tuesday, wherein several presentations were made by the B.Com Vth semester students on the background, merits and limitations of GST, its impact on the market and economy.
The seminar held in two sessions and concluded with a video presentation by co-ordinator of the seminar and distribution of certificates by Principal of the College S Khandu.

Solar lantern distributed
Seppa, Sep 28: Solar lanterns were distributed to the poor families of Seppa block under the Civic Action Programme of the CRPF on Wednesday. Attending the programme, East Kameng Deputy Commissioner Rajeev Takuk urged everyone to come forward and cooperate with the administration for the development of the district. Stating that the police are always there for the protection of people, SP T Konia appealed all to support and help police department to maintain law and order.
Illustrating about the user manual, ADMO Keshuk Dodum demonstrated the procedure for use of solar lantern and its repair and maintenance. 138 CRPF CO and other officers also spoke in the programme. (DIPRO)
Sanitation campaign launched
ITANAGAR, Sep 28: A sanitation campaign aimed at creating awareness among people to adopt sanitary toilet was launched by the Apatani Youth Association (AYA) in collaboration with Department of PHED &WS and KMCS ltd Ziro at Govt Middle School Siro, in Ziro on Wednesday amidst the presence of PRI members, students and NGOs.
The campaign which will continue till Oct 11 next, will give special emphasis on adoption of sanitary toilet and discontinuation of traditional pigsty cum toilet system being practiced by the locals. Terming the traditional toilets as harmful for health as it can cause numerous communicable diseases, the AYA, urged people to adopt sanitary toilet by availing government financial aids for construction of IHHL.
The campaign also aims to sensitize people about maintaining cleanliness in Ziro valley and instill sense of responsibility amongst students. The 10-day programme will include series of meeting and literary competitions on issues related to cleanliness and environment.

Time for Pakistan to introspect
In a major blow to Pakistan three other SAARC members have decided to pull out of the forthcoming SAARC summit. India had already decided to boycott the summit in the wake of Uri attack. Apart from India, Afghanistan, Bangladesh and Bhutan have pulled out of the Summit scheduled to be held in November, indirectly blaming Pakistan for creating an environment which is not conducive for the successful holding of the meet. It has put serious question mark over the fate of summit but Pakistan continues to remain unfazed and has declared that it will go ahead with summit.
The decision of Afghanistan, Bangladesh and Bhutan to boycott the summit should send
a strong message to the Pakistan. Like India, the Afghanistan also constantly accuses
Pakistan of supporting Taliban and other terror groups which is working to destabilize

Act now against drug abuse

It is very unfortunate that the menace of drug abuse has been prevailing all over the globe which has eaten the vitals of many people and its highest victim population is today’s youth and coming generations future is in stake. In the State of Arunachal Pradesh district like Tirap, Changlang, Lohit, Namsai, and Capital Complex are the worst sufferer. Though police department are taking its highest measure to tackle the issue still it is not sufficient to eradicate the menace completely. If we look at the current situation without the support of the Village GB, PRI leaders, NGO, Students Union, Parents and School Teachers, no stake holder can succeed to bring back normal life to track. If we do not act now then days are not far when our community and State as a whole will be flooded with criminals and drug abuser. It’s a Fight between mankind and Social evil, Lets join hand to erase these evil from society forever to make a healthy environment for the generation to come. Past are past, think present and plan for future, life is beautiful let us live and lets help others to live.
Recently, a group of police personnel of Tezu and Namsai police station were manhandled who were on their regular routine operation to nab the drug peddlers in the Silatoo Village under Namsai district, wherein four police personnel of Namsai and Tezu Police station got injured including the SP Namsai, two of them got critical injuries and admitted to Dibrugarh Aditya Hospital for immediate treatment. One of the personnel has been released after proper treatment from the hospital and the other personnel I.Y Singpho is still in critical condition and undergoing multiple major operations as informed from reliable sources.
I on behalf of the victims want to thank Deputy CM Chowna Mein, Parliamentary Secretary Zingnu Namchoom, DIG Eastern Zone Apur Betin (IPS), Namsai SP C.K Mein, and OC Tezu Kuru Tatung on behalf of SP Tezu and on his own behalf for giving immediate support financially and morally to the victims.
I also thank Singpho Development Society (SDS) and Socio Economics Welfare Association (SEWA) Namsai for the putting tremendous effort for their contribution in the need of hour for the victims. Finally I also want to thank all well wishers and Friends for your prayer and love you pomp in for early recovery of the victims.
Drug abuse issue is a delicate issue we should not take it for granted. Simply detoxing in rehabilitation centre, counseling the addicted victims and nabbing the peddlers may not solve the problem, we need to change the mindset of the younger generation. I appeal to the concern authority to initiate proper remedy and planning for eradication of the menace of drug abuse from the society taking all the stake holders together.

Dear Editor,
Through the columns of your esteemed daily, I would like to let the concern department and citizens know about the recently held APPSC Assistant Engineering Exam (CIVIL) on Sept 24 and 25.
Thorough checking including metal detectors were used at exam hall, but to my surprise I could see that some candidates entered into the hall with wrist watch, which was strictly prohibited. And I was astonished to see that even some candidates were in the hall with chits and papers patiently writing their answers, also there were cases that candidates had written some notes at the backside and envelope of admit card. If such things happens in the exams conducted by the APPSC then what about others. Therefore, it can be concluded that either the authorities are negligent or the candidates are too smart.
This is for the information to concerned department and necessary steps for further exams.
